Seychelles new signature 10-rupee note confirmed

10 rupees (US$0.85), no date. Like P36a, but new signature (GOVERNOR Francis Chang-Leng, who served from May 2001 - October 2008).
If anyone knows the precise date of introduction of this variety, please post that info as a comment.
